The San Luis Obispo County Key Economic Indicators contain a broad group of measures that can be used to assess the economic performance and competitiveness of the County. Rather than the traditional leading, coincident, and lagging classification systems, the Economic Indicators are grouped under 4 broad categories which measure economic change in the County as well as key factors that gauge the area's future competitiveness.
Gross Regional Product
Data for this Indicator is taken from the US Bureau of Economic Analysis. GDP by state/county excludes and national GDP includes the compensation of federal civilian and military personnel stationed abroad and government consumption of fixed capital for military structures located abroad and for military equipment, except office equipment. Unemployment Rate
Unemployment rate includes the civilian labor force, age 16 and over. The data source is the Employment Development Department. The data is not seasonally adjusted; the change in this indicator is calculated from the change from the same month in the prior year to adjust for seasonal factors and reflects the change in percentage points.
The unemployment rate is calculated by dividing the number of unemployed by the total labor force, as defined by the Department:
Private Sector Jobs
Data for this Indicator is taken from the Quarterly Census of Employment & Wages (QCEW). The data is developed through a joint program between the US Bureau of Labor Statistics and the California Employment Development Department (EDD) and is based on a census count from employment tax returns rather than a survey estimate. Data is available quarterly, generally about six months following the end of a quarter. Additional detail by industry is available through EDD.
In order to net out seasonal factors, the change in this Indicator is calculated by comparing the same quarter in the prior year.
New Business Registrations
This indicator shows the number of new Corporations, LPs (Limited Partnerships), and LLCs (Limited Liability Companies) submitting new registrations during the subject quarter. The data is from the Secretary of State Corporation and LP-LLC files, calculated based on zip code data fields in the files.
While the number of new entities across these three business forms gives an overall metric related to the expansion within the County economy, this indicator does not translate automatically into the number of new companies. Companies frequently form separate corporations, LPs, and LLCs for subsidiaries and individual development projects. As such, the summation of the three business forms shows both changes in the number of companies along with expansions of existing firms.
This data also tends to have seasonal fluctuations, and therefore the change in the indicator values is calculated as the percentage change from the same quarter in the prior year.
Quarterly Taxable Sales
The data shows the quarterly sales of taxable goods and services in the County. This series reflects changes in the level of retail trade and covered service (primarily personal service) businesses. However, this indicator no longer provides a full indication of commercial activity as not all sales are treated as taxable in the state. Items not included in taxable sales cover many food items including groceries, hot bakery items, candy, and bottled water; food products sold through vending machines; animal life, feed, seeds, plants, and fertilizer; sales to the US government; prescription medicine and certain medical devices; purchases with food stamps; and a range of other products and services. General consumption patterns have also changed, with a growing share of total consumer and business purchases being made for non-taxable services and goods. Another factor to consider in the use of this indicator is the change in taxable items over time. Individual goods and services have been added or removed from taxable status through legislation.
The data series is taken from the Board of Equalization quarterly reports on Taxable Sales. Data is reported quarterly, with a one year lag. To account for seasonal factors, the change in the indicator value is calculated as the percentage change from the same quarter in the prior year.
Labor Force Participation
This indicator shows the extent to which persons aged 16 and over are entering or leaving the labor force. To the extent the participation rate is declining (i.e., persons are leaving the labor force), the official unemployment rate masks the extent of true unemployment. These are person-based measures, where a person is counted as based on their place of residence rather than place of work.
The data sources consist of the official participation rates published by the US Bureau of Labor Statistics for California, and the participation rates estimated for San Luis Obispo County based on the published labor force numbers and the most current population estimates (age 16+) from Department of Finance. Both data series are not seasonally adjusted. The participation rate estimated for San Luis Obispo is adjusted to account for institutional and Armed Forces population using factors derived from the California population numbers.
The change in the indicator value is calculated as the percentage change from the previous month.
Average Single Family Home Value
The average cost of San Luis Obispo County homes sold compared to the average cost of homes sold statewide.
Average Annual Wage
Wage data is taken from the Quarterly Census of Employment and Wages, as the average annual wage for all employment. The data is from California Employment Department, and is shown as the equivalent annual wage based on weekly wages paid in each quarter. Therefore it cannot be used to calculate an hourly wage. The change in the indicator value is calculated as the percentage change from the same quarter in the prior year.
Gasoline per Gallon
Gasoline prices are shown as dollars per gallon (including taxes) for Regular Gasoline. The data is derived from zip code data obtained from GasBuddy.com. This data shows the average price per zip code along with the number of reporting stations as of the beginning of each month. This Indicator data is estimated from a weighted average of the zip code data. The change in the indicator value is calculated as the percentage change from the previous month.
GasBuddy's gasoline price data is a collection of prices reported by its users via the GasBuddy website, the GasBuddy mobile apps, credit card (fleet card) transactions, and directly from gas stations. Since the prices on GasBuddy.com are inputted individual users, no guarantees are made in regard to the accuracy of the inputted price, station name, station location, or other user dependent variables. GasBuddy.com, GasPriceData.com and/or GasBuddy/OpenStore LL. shall have the right to, but not the obligation, to monitor, change, or remove any of the site content or information without notice at any time. Airport Passengers
This data shows the number of passengers through the San Luis Obispo County Regional Airport by quarter. The data is from Statistic Reports issued by the Airport. To adjust for seasonal factors, the change is calculated from the same quarter in the prior year.
New Residential Permits: Count
The Indicator shows the number of housing units permitted for new, single-family and multi-family units. The number reflects the number of doors or households that received a permit for building (e.g., if a multi-family apartment complex is permitted to build 10 units under 1 permit, 10 units will be reflected in the overall total.)
Data is from California Homebuilding Foundation. The CHF data is derived from a comprehensive monthly survey of local building departments.
While the CHF data is available monthly, the Indicator value is shown quarterly to provide a more stable comparison base. The change in the Indicator value is calculated as the change from the same quarter in the prior year.
New Residential Permits: Cost
Total value for all residential units covered by building permits.
The data for the six Industry Clusters was obtained through a special run of the Quarterly Census of Employment & Wages data by Employment Development Department. The data shows by quarter the average number of employees, equivalent average annual wage, and number of establishments for each Cluster. To adjust for seasonal factors, the data is reported as a running 4-quarter average. The change in each value is calculated from the same quarter in the prior year, thereby showing a running annual change for these Indicators.
These indicators also show a representative high and low wage for each cluster. The constituent sub-industries for each cluster cover a wide range of business types and wage levels, going from minimum-wage jobs to some of the highest average wages in the County. The representative high/low wages are intended to indicate the wage variability in each cluster.

For years 2015 and after, the Indicator is the comparable metric of students testing at the proficient level or above on the Smarter Balanced Assessment System through the Center's analysis of the Department of Education data. No comparable test was given in 2014. The change in the indicator value is calculated as the county performance rank within each of the 58 counties in California.
